## Narrative Arc

1. Show the proof surface first.
ARGUS should open by proving that the system can show governed execution, not just talk about it.

2. Show that safe work moves quickly.
The PASS frame establishes that governance is not blanket friction.

3. Show that caution is separate from denial.
The WARN frame proves ARGUS can allow runtime while still slowing the release path.

4. Show that approval is inside the governed flow.
The WARN final frame shows approval, proceed, and execution evidence in one surface.

5. Show the hard stop.
The BLOCK frame establishes that ARGUS can stop a risky release before proceed.

6. Show explicit human intervention.
The approved BLOCK frame proves that human judgment is named, recorded, and bounded.

7. Close on evidence, not claims.
The final BLOCK execution frame closes the chain:
Intent -> Approval -> Execution -> Evidence
